Is it possible for a facility to create a negative population growth and changing the migration rate of a world to 0%?
Could it prehaps:
destroy a population as cargo?
creating a negative birth rate?
using a plague effect of somekind?
Basically Im planning on creating a slave work camp you can use to vastly increase output, but kills off a set amount of population, makes the remainder very angry, so that a large garrison is required.
Also is there way to make a facilitly that will automatically make a colonly revolt and become a new empire?

very cool idea but I think it will have take place of the emergency build b/c that is essentially what it is
