Defensive Minister not working since SEV 1.58 and BM 1.10 - Help!

Hi. Just started a new game, SEV v1.58 and Balance Mod 1.10 and twenty turns into the game I looked at comparisons and noted 3 empires in 8th, 9th and 10th position respectivly. There are only 10 empires.

Upon using the master password to look at the empires I noted none had done anything. No research, no ships, no designs, no new structures. They are doing nothing.

The only thing linking them is they are all using the Defensive Minister. Every other empire I have created has either Moderate or agressive ministers, and is happily building ships, researching, generating intelligance points etc.

Played with the exactly same empires in SEV v1.44 and Balance Mod 1.09 and this didnt happen.

Has anyone else encounted this yet? If not can someone help me? I thought I installed it properly (just extract to Game type, copy and paste over empire files to Balance Mod Empires folder?)

Here's my facts

1) These are manually created races, not stock.
2) They worked fine in SEV v1.44 and Balance Mod 1.09
3) Its only races with a Defensive Minsister. Agressive and Moderate are doing things.
4) Testing Stock SEV now to see if its v1.58, or the Balance Mod.
Created a Quick Start game, with random races, and after 5 turns noticed that while most were building, researching etc, three races were not designing ships. Unlike the Balance Mod game though they are researching ( a step up at least!).

When I played as one of them, and tried to auto complete a ship design it does nothing. The problem, here it seems, is that the minister for ship design isn't working.

Why its worse for the Balance Mod I dont know. Remember, there they wouldn't even allocate research.

Anyone else got the same issue? Any recommendations?

UPDATE

Update on point 4.

The reason why some races in stock aren't creating ships, but are doing everything else is due to this problem people are having with new shipsets:

So in the Quickstart game I created in Stock SEV 1.58 the only races that were broken was Arackterra Hive and Higgaran. Stock races work.

In my Balance Mod games my races were created from the new game menu, not pre-made. Therefore they don't use the custom AI. txt files, only the Defensive, Moderate and Aggressive ministers.

So either

a) Something wrong with Defensive Ministers in the Balance Mod 1.10
b) If people report they are playing against AI using Defensive Ministers ok then something went wrong when I patched. Therefore I need to reinstall from stratch.

Please let me know.

I've been having a lot of trouble with shipsets. I got an error any time I tried to create a new game with a new empire. Process of elimination took a while, but I cured it by removing Xoronn and colonial shipsets. This was the same for BM and stock.

I tried to use several shipsets for my empire and kept getting a blank screen for fighter and frigate designing. Colony ships are working. FedTNG didn't do this, so I stuck with it.

Didn't play many turns after all that. Comparison screens showed AI's expanding gradually and building ships. None were using imported shipsets. Eee and another stock race appear in triplicate.

While trying to make things work, I did tinker with a few things, so some of it could be my fault.

Similar problem, but not the same.

Custom Shipsets AI's aren't working. I tried a Quick game and the only two races created that didnt work were custom (Hirgarian and Akrackterra Hive). Stock races behaved normally.

In the problem i'm having i'm not using a custom shipset race. I've created from the New Game Screen 10 races. Only the ones with Defense ministers would not work, Moderate and Agressive worked fine. As far as I could see, they were at least researching/building, designing ships, using Intel and colinizing. I can't comment on diplomacy and attacking other species, as I was only 20 turns into the game.

Here are the facts:

Any Race AIs compiled prior to v1.58 will not work at all - for stock or BM. This is because changes were made to a couple of script functions, which ends up preventing the scripts from running at all if they weren't compiled under the v1.58 Script Parser. The only way to fix the custom AIs is to point them towards the default AIs or to update the scripts and compile them again.

The defensive AI in the BM is suffering from an unrelated problem. It will be fixed shortly.
