Transferring Cargo

I noticed that in SE5, there is no "transfer cargo immediately" order in simultaneous mode; all transfer takes place between turns. My question is, if the transfer cargo command takes a target which can be outside the current sector, WHY on earth does it not automatically issue a command to MOVE to that sector first, like with the colonize command??? (At least cargo is not magically teleported between sectors... )
