Population Transport problem

Well so far I have been playing this game religiously for about a week now, and I'm getting the hang of it. Sure beats out Galactic Civ IMHO.

One silly thing eludes me though...

I make Population Transports, and turn the population transport minister on, and then turn the minister on for the ship. To my dismay, the ship sits there and doesn't tranport anyone anywhere. I first thought it was because I forgot to put sensors on the thing, but that wasn't the problem at all.

So basically I just give it orders and loop them. That seems to work fine. But I would prefer the way it worked in SEIV. I never had to bother with them most of the time, and they seemed to do a civilized job on their own.

Maybe I'm missing something or some toggle thats new to this game. I dunno.

I've heard some of the ministers don't work right in SE V, probably because the AI still needs some improvement in a few areas.

The next patch is supposed to fix a bunch of problems/glitches/bugs/etc, so hopefully this is one of the things that will get fixed.

Are you using Balance mod? As I understand it the population transport minister should work after 1.44 but Kwok never included the fix in Balance mod 1.09. Will probably be fixed in 1.10.

Interesting enough the AI seems to understand when population transports arn't working and automatically retrofits them if I turn on the retrofit minister into satellite layers.
