Is it possible to scrap facilities on planets to make room to build different facilities?

Make sure your scrapping (black building with 3 green arrows in a recycle triangle) vs the eject into space button. If you simply eject them into space you do not get any resources returned.

It's under the scrap cargo order or CTRL+K hotkey.
