do i understand correct that while AI scripts are running nothing happens in the game, but when they end - all given orders for ships, constructing, intel etc do start executing? so, i can't sequentially to move an AI ship by 1 sector and reprocess sensor info, for example? is it true for both turn-based and simultaneous games?

No, the script is run only once per turn prior to the movement phase. So there is no way to dynamically update their orders based on new sensor information gained during the movement phase.
