Balance Mod - launching w/no supplies!

Hi - I just started playing the game with the Balance Mod - game & BM are latest versions.

Anywhoo, I have some freighters running around launching sats on my warp points, but the sats are always completely empty of any ordinance and supplies when dropped - well, not quite: they drain all the supplies out of my freighter, so I have to limp it back home or bring some backup to transfer supplies over to it.

Now, this seems really strange, because as far as I can remember playing my stock v1.35 game, sats launched WITH their original supplies and ordinance. Is this a 'feature' of BM? Because it really stinks. Am I going to face the same thing when I launch fighters out of a carrier - they'll have no supplies or ammo and I'll just die?

I'm not sure if it makes any difference, but launching sats and fighters from planets works fine, they are fully fueled - and additionally, the system my freighter is launching sats in has none of my colonies or friendly supply bases. Does this make a difference?

Do you know if the planet making the satellites is running low on supply?

Brand new sats - No, I can launch these same sats in a system with my own colonies and supply depots, and they come fully stocked. It's only when I launch them in the enemy territory where I have no supply depots that I have noticed this problem. Not sure if that is the correlation, but...

At least fighters get launched with full supplies/ordinance like when they were first created.
