Huge ringed planet immune to troops

Description

I have included the offending .gam file and the combat replay. To see the failed troop landing, open it and choose the Romulan empire. Use the password 'panda'. Replay the top (and only) combat on the log.

You'll witness the troop transport approach the planet, destroy its satellite defenses, and then drop troops. But before it sends out the troop pod, it rises up to avoid crashing into the planet. Since it fires the pod straight forward, the pod never reaches the planet, but rather circles it endlessly until time runs out. Not only do the troops not land on the planet, but they don't return to the ship's cargo either. They are simply gone forever. Hopefully this is an easy fix. Perhaps a pod launched at a stationary target that has not reached its destination after, say, 30 seconds should simply teleport there if it is too difficult to get it to lower its orbit and hit properly. Alternatively, one could simply increase the range at which pods launch, although the problem would still persist if the troop transport raised its height for some other reason, like avoiding another ship.
