Organic Drones have double movement in combat (Balance Mod)

I realize that nobody appointed me "bug finder for Balance Mod," and it might be better to mail straight to Kwok than put everything out in the forums. But these are real issues in my games, so I think they might be arising for other people too. Here's my latest.

In combat, regular drones move at their movement rate (22 for a drone with two Quantum 5 engines). But organic drones move at double their movement rate -- 44 with two Quantum 5 engines! This makes them even faster than a small fighter with full engines and afterburners, which moves 33.

I believe this is an accidental holdover from stock, where drones get double movement rate. So my friend and I are modding VehicleSizes.txt so that organic drones have
Space Combat Maximum Speed Per Movement Point := 0.001
instead of .002. That makes them the same as regular drones.
