42% of the AIs in Balance Mod will surrender to you on turn one |

My friend discovered this. He asked 17 civilizations to surrender to him in the year 2401.5. He was in 14th place.
7 of 17 surrendered. He instantly had triple the resources of any other civilization.
If he had asked just one to surrender first, so he had a higher score, he could have gotten 9 of the 11 civs that were cooperative to surrender. But uncooperative ones will surrender too.
I tried it on my game in 2402.4. Five of ten surrendered. My score went from 5 million to 30 million and I gained 100 tech levels. My research generation went from 20,000 points to 200,000. I guess it pays to ask!
What's funny about this is you can barely get the computer to agree to taking a free ship from you. But surrendering? No problem.

Oops!
It actually should be 50%.
I had accidentally left the surrender value as true by default, while designing all the conditions for surrender as converting the surrender value from false to true - such as the score condition etc. Anyway, if not in AI team mode or mega evil status, the AI would surrender by its random factor of 50%.
