Has anyone else experienced this?
In attacking a starbase/ship/satellite over a Ringed Planet (actual planet, not talking about Ring Worlds we construct), my ships seem to get confused and won't attack until the enemy has damaged them and then it's like "Oh, maybe we should attack/defend ourselves!" This only seems to happen over Ringed planets, not normal (non-ringed) planets. Is the game coded for the rings to cause some sort of ability like Sight Obscuration or Sensor jamming?

Try the longest range weapon that you have set to point blank.

Ships often (always?) try to attack the ring, not the planet. (and since there is nothing to attack in the ring they keep flying around). It might be related to your problem.
