Space Empires V General
Using version 1.44 and balance mod 1.09:
Here's the situation - A speed 17 cruiser is chasing down a speed 12 freighter. The cruiser is set to auto target and move. Its strategy is to fire at maximum range.
The cruiser chases down the freighter to a certain distance, then starts changing direction over and over. The reduction of speed causes the cruiser to remain outside maximum range. When I take control of movement and draw a straight line to the freighter, the cruiser swoops in and knocks it out.
Is this a known issue?

It would really be good if the max range feature calculated the velocity -- it would make it a lot easier for ships to avoid being rammed by drones.

Unfortunately it looks like SE5's "maximum range" calculation does not take into account the velocity of the target. Your cruiser begins to change direction because it *thinks* it's within maximum range already, but it's really not because the target is moving away. I'd report it as an issue.
