Big bad question on my mind..

Ok, so this is my little big problem.. made a nice skirmish map, out of 13 sectors, for 4 empires to battle each other, to make it a little back up story..
- created a crystalin empire, organic, rebels, and human empire...
- each empire has acces to 4 sectors, one sector made out of mineral planets (200% mineral), one org., one radioactives, and one main system to build up reserch, inteligence, and what ever they like/can..
- each empire has 3 acces points leadin to theyre sectors .. (sort of a star type system) and a nice middle empty system, were all battles can occour

Now.. here is the problem, since i want all the empires to be different from one another, i give each a distinct type of planet (rock o2, ice o2, gas h, rock methane), but i can't get the computer to place each empire in the correct starting position (correct sector, main one to be precise), even with the starting position selected he still manages to mess up 2 empires, place a rock type in the gas sectors, and the other way around, so.. eny way i can manualy place them? build a scenario (no ideea how) or somthing.. links plz if this has been asked before
