Settings.txt pop modifier problem

I made a small modification to settings.txt file and i put it into a folder that i call mymod. The game did not take under consideration my modification that i was made. The modifications are in pop moddifier lines. I add about 4000 line with proportional modification. Here is an example:
Number Of Population Modifiers := 4001
Pop Modifier 1 Population Amount := 1
Pop Modifier 1 Production Modifier Percent := 1
Pop Modifier 1 SY Rate Modifier Percent := 1
Pop Modifier 2 Population Amount := 16
Pop Modifier 2 Production Modifier Percent := 2
Pop Modifier 2 SY Rate Modifier Percent := 1
Pop Modifier 3 Population Amount := 32
Pop Modifier 3 Production Modifier Percent := 3
Pop Modifier 3 SY Rate Modifier Percent := 2
Pop Modifier 4 Population Amount := 48

Why the game does not load my modifications ?

This is the reason I suggested to MM that the pop modifiers be controlled with a single formula line, rather than hundreds or thousands of entries.

Not only can't it handle some amounts, but those 4001 entries are a pain to edit.

I think at this point it might actually take LESS processing power to work with a formula than a multi-thousand entry table.

My only guess as to why there is a table at all, is that this aspect of the files has simply been copied from eariler incarnations of Space Empires.

Past time for a change.

I got my own custom tweaks, but I only 'doubled' the number of entries to about 192, to work in tandem with increasing population sizes of Ring/Sphere Worlds.
As the numbers get bigger, I start using larger increments.

Also, SY rate increase becomes larger than Production rate increase with my tweaks, since there is a limit to how much people can effectively work stuff like farms or mines, yet a ship yard can usually benifit from an army of wokers when you got plenty of space to spare.

Example, at the 'end' of the stock stuff, I removed the 'last' line and added a new batch, starting like this, with increments of around 1k.

(Edit Note: I changed my files to better balance them, definately to high before, so I've edited this post a bit.)

It increases at one point to increments of 5k, and then 10k, with 20k increments at the end, for populations of Ring/Sphere Worlds (tweaked max pop 128b/512b respectively in my game), it ends like this.

Seem like a bit too much?
well, you take something with a 1 AU radius, make it a sphere, and you get something close to 300 * 10^15 square km, or close to 110 * 10^15 square miles (compared to 510 * 10^6 square km or 317 * 10^6 square miles of Earth)... or roughly 600 million times more surface area than Earth...
Yeah, lots of people, lots of space, lots of potential to mass produce stuff like crazy, like having an assembly line for capital ships...

Since it is possible to have multiple SY on a planet as of 1.58, I might further reduce the Production/SY modifiers, as I have increased Ring/Sphere World facility space to 200,000kt/800,000kt to better represent how freaking huge they are.
