check the space ports are not blockaded

Check to see if you've signed a treaty that doesn't allow intel.

Hey bulldog61,

I think spaceports become blockaded when enemy ships are in orbit around your planet. Also if you just built the intel facility there is normally a one turn delay before the points provided by that facility are available for use by your empire (at the intel screen).
