Are there any manuals for settings.txt or any info at all?
I want to increase the maximum number of empires in a game and am not sure what is the absolute maximum I can increase it to.

Urg, 15. I'm having nightmares about that number at the moment.
I'm busy with an adamant game and that is the number of players there are. And anyone who is familer with the mod knows that it's not easy to reduce that number until much later in the game (shielded homeworlds with 400+ fighters a peice has something to do with it 
)
I hope to reduce that number to 14 soon, i'm working to blow up the "Space Monsters" sun up soon

Is there a Mega Evil Empire setting in SE V like in SE IV?
If such which one, so I can turn it off?

You can turn off Mega Evil settings in the settings.txt file.

15 or so for now...
I'd stick with 15 as that is about the limit of unique flags/ships that are available.
