weapons platform storage......

If the weapons platforms get supply directly from the planet why does the design minister insist on putting storage in the design instead of using that space for more weapons? Even if they do draw from the planet it seems sensible to put some storage so as not to completely deplete available planet resources which can go to other areas; still what would be the optimal amount of storage? Certainly not as much as the minsiter includes.
