SE5 v1.35 scrapping facilities |

When I select a colony where I want to scrap existing facilities to make room for new ones, I click the Reconstruction Options icon. In the resulting tableau the only option that is not grayed out is Abandon Planet. This is true no matter what colony I select.

It's under the Scrap Cargo order, or the CTRL-K hotkey.
