Greetings Evil space Lords.
Is there a way to change the names of planets or am I stuck with names like Draconis III, Draconis IV, etc...?

It's also one of the options in the long right-click list for your colonies.

You can also change the list of names used by the game to generate the system names for the game. I cant remember the file name off hand

systemnames.txt is the file that names systems and planets in them. you can find several alternate files on the different SE5 sites.
You can rename planets but not the systems once the map is generated.

You can rename a planet if you colonize it. Use the 'N' hotkey when the planet is selected.
