I see there are things that can raise and lower morale, but what's it amount to? Lower accuracy? Running away?
What's morale supposed to do, and does anyone know if it's functional?

I'm getting 'population getting happier' messages from all the troops I have garrisoned on my planets. Everyone seems to be perpetually jubilant, though.
All that is done before the naked stars is remembered

Not sure that it is actualy working yet.
