is this a cheat or a bug?

i wanted to create a race that could colonize any planet and was more advanced in research to start off with. i reomved all the points under the techs and applied them to the 2 extra colonization techs and increased my research levels. i didnt mind having to research basic ship techs. when the game started i still had the increased levels and the original base starting levels in the other skills.
