Response To Message - problem

Hello,

I have one problem. When soomebody want something from me (e.g. want help with intelligenci) a choose Reply to message and I see only Response To Message and no posibilities form chosen (e.g. We accept.., we refuse..). Can you tell me, where can be problem?

I have Space Empires V 1.35
