Description
This is a general reminder to me to overhaul politics. The AI looks likely to require MAJOR work, so this will probably be sub-divided out in to smaller tasks.

Basic framework implemented in 5.0.0b, along with initial settings.
TO DO:
Improve gift demand/recieve value evaluation.
Implement code for AI to give gifts to each other and player as part of diplomacy.
Improve military goal evaluation.
Implement code to allow for "ganging-up" on common enemies.
Implement code to store treaty elements for later review by the AI.
Implement code to renegotiate/break treaties based on treaty elements and current game status.
Implement code for AI to propose Alliances amungst themselves (possibly related to "ganging-up" code).
Modify treaty element desires based on comparison of specific areas between empires.
Example:
Increase the desire to get tech from another empire, if that other empire is higher tech than us.
