Does the Fleet/Ship training facilities only work on ships/fleets at that planet or the entire sector. It says sector which to me means the entire planetary system.

Sector = hex. So the Fleet and Ship Training facilities only provide experience to ships in that sector. However, the Psychic tree has training facilities that will provide experience to ships within the entire system.

Doesn't sector in Se5 means hex?
