Foreign Emprire Estimates Report giving false information?

I have a problem. In a game, the foreign Empire Estimates tells me that my opponent has 16 planets, with a possible report variance of 50%. IIRC that means that he has between 8 and 32 planets. Or I know he has exactly 34 planets.

So the report is obviously wrong.
Maybe it is simply 1 turn late?

It also looks like the report always gives exactly *2 or /2 numbers, and never in between, and that multiplier never changes during the game...

Nope, it's not late... or more than 2 turns late... I wonder if it's the same for ships and ressources... Looks like I might have some problems due to underestimation!

Hmm... This seems like it needs a bit of work. The Empire Report screen also needs to be able to grab information from data gathered through intel...

Another turn... 37 planets in 16 systems. The Empire screen shows 18 planets in 9 systems. Looks like it's catching up sometimes and it's X*2+/-1...

This isn't incorrectly placed. It's meant to simulate the fact you don't know exactly what is going on in a foreign nation. You have a general idea for the most part, but don't know everything.

Though it does need some work so you can actively adjust the accuracy by conducting intelligence missions and treaties. Feature for the future perhaps.

The problem I have with my intel analysts is that they are complete fools. Example. In a recent game I knew for a fact my enemy had 27 colonies in 12 systems. One turn my intel guys estimated 14 colonies in 7 systems, the very next, 13 colonies in 7 systems, and then the very next turn, 0 colonies in 0 system. Huh?! In my games these so-called estimates are nothing more than wild guesses. Now I had spy sats deployed through out its empire and yet these numbers were stupidly off the mark. Hell, at least it could correctly report the planets in my LoS. Maybe this is a fluke, I don't really know, but it does give me a reason to jettison these fools :evilgrin: Laughing out loud.
