Intellegence command button problem ?

Wonder if someone can help me out... Despite having built a good few intel facilities on several planets the command button for intelegence remains greyed out thus am not able to access the menus therein.

Is this some bug or is there something amiss with what I need to do ?

BTW am playing a game with all tech available, does this have an impact on this situation ?

During game setup, intelligence can be disabled... might this be the case?

One of the more common causes of things "not working" is that you have signed a treaty that forbids it. If you've accidentally agreed to any treaty, with any player, with a clause of "No Intelligence", you will be unable to take any Intelligence actions at all, probably including defense. In my experience the AI players tend to ask for this a lot, which since they're usually pretty bad about handling Intelligence, kind of makes sense. Read all treaties carefully, and assume against the screwy AI that you'll have to send back a modified version at least 3/4 of the time. ("No Research" and "Cannot bombard planets" are two other common traps to look out for, along with generous-to-the-AI tech swaps.)
