Description
Each turn, I get several "production queue halted due to lack of resource" messages in the news even though my treasury reports a net gain in all three resource categories.
I suspect that this is an order-of-operations problem, where resource gains are counted after production queues run rather than before. So, for instance, having resource storage for 130000 minerals and resource needs of 140000 minerals will always give a resource shortage, even if I'm producing 500000 minerals every turn.

I've seen the same thing, and after doing some math it appears the construction and maintenance takes place before the trade amount is added to the resource pool.
I accept it as intended behavior and not a bug... the alien freighters arrive after that turn's construction and maintenance have had their resources allocated (or not) and thus can't be divvied out in time for that month's work.

It's very confusing. Sometimes you will run out of materials with 80,000 in storage, sometimes your storage will be at 2,000 and you'll move along perfectly fine.
Anyway, running out of resources when you have a surplus sucks. The game should subtract from your production before it subtracts from your storage. It's one of those minor things that says, "We're not a newbie-focused game."
