There's no time limit, no. There was with the demo, but it game you a different message when it was over. Are you sure you didn't do something silly like surrender to an AI you were trying to demand the surrender of? I've done that on more than one occasion.

Uh yeah, I hate to tell you this, but I've done it too.. many times... It sounds like you may have accidentally surrendered when asking for a surrender....
