Description
When trying to edit strategies under the Empire Options menu, the following occurs:
1. The Movement Options CAN be changed
2. The Retreat Settings and Retreat When CANNOT be changed
3. The Targetting Priority Order CAN be changed
4. The Target Type Order And Settings CANNOT be changed but you CAN change their order
