Orbital bombardment not always working

Description

As myself and several other players have noted in the forums, there appears to be a problem with orbital bombardment in version 1.33. Observations indicate that the issue may be related to both the size of the planet model (i.e. larger planets are more likely to have a problem) and weapon type (bolt weapons and shorter range weapons have issues).

When attacking a planet, many of my units will reach the planet and then fly around without doing any damage to the planet. Although they have plenty of ordnance and supplies, the planet doesn't seem to take any damage.

I have seen this issue several times using fighters armed with Small Cluster Bombs.

I suspect just the center of the planet is being used for hit detection and not the outer edge. Might have been introduced with the change to planet's targeting of ships etc.

I think that is indeed the case, and it does seem weapon type dependent.
e.g. attacking a large planet, my anti-proton beams fire as soon as the targeting radius intersects the outer edge of the planet, but plasma missiles seem to require that their targeting radius intersect the center of the planet.

Also, I wish there was some weapon or combat 'mode' that would do damage to weapon platforms 'first' and only slight residual damage to facilities.
Strategies seem to have no effect on this. So now seem to have to destroy 3/4 of the planet, before eliminating WPs. I guess this has been the same for all SEV versions. Surely orbital bombardment should be more 'accurate' than this?
