I recently got this game cuz it seemed to be a fun 4X. Anyway, I got trough the tutorial and then decided to start a new game. But it doesn't seem like I can choose to play as one of the "basic" races in the game. They aren't on the Empire List. Is this some kind of bug or am I just doing something wrong?

I agree, there should be empires. I suspect there will be some released in an patch eventually, along with a map editor.

You can use the Quickstart option to play as any of the default races. Also if you play as any of the default races you can save them right on start and use them in a normal game via the "load race" button.

you have to create your own.
It will auto-create the AI empires.
