I see that i can modify the number of empires (neutral or not) from settings.txt file from Data directory. I know that it is possible to put maximum 20 players in game, but in that number enter neutrals or not? Can i put 25 neutral empires instead 10?

The total of twenty includes the player's empire and up to five neutrals there are ten neutrals but they are included to provide some variety and are picked at random. I am given to understand that the limit of five is hard coded into the game.
