Neutral Empires

Aside from the obvious title, what precisely is a 'neutral empire', as opposed to an 'empire', and how do I tell if they are a neutral empire?

Also:

I imagine this will get the same response as the dozen of generic diplomacy questions; but it seems particularly hard to form an alliance with another race, even when I offer insane incentives, or they are 'aimiable' towards me (which seems to be the happiest setting.) I like the idea that things //have// to be voted on, it seems like a joint government...which is interesting.

Any sure-fire way to get them to accept an alliance treaty?

Sory for all the questions! ....yet another.

"Advanced Storage Techniques"; it doesn't seem to be changing the maximum number of facilities I can hold on a planet (15 for small, 20 for medium, 25 for large)....does it mean literally /cargo/ space then? And if so...

Why in the world would I want to spend 1000 racial pick points to have extra //cargo// space on my PLANET? I mean, I'm sure theres a reason, I'm just not sure I personally would want to pay 1000 pick points for it.

Neutrals all have the same shipset, and cant use warp points Smiling (I wish i could use said shipset)

Second, cargo space on a planet is for things like Troops and Weapons platforms...

You just have to memorize which empire is which. The non nuetrals are the races you would find in quickstart...Just memorize the flags. The neutrals use cobled together race picks and the realy weird flags, and finaly they always use that grey shipset that isnt available for player selection

Also: I finally got an alliance with someone, but....

Even though I have no other treaties (or seem too now), and theres nothing in the alliance rules that seems to prohibit it...I can't propose treaties with third parties anymore! I'm told the alliance rules prohibit it, but thats a lie!

I was able to use that shipset after renameing all the files to a new race name and changing the txt files to point to the new file names

If you want it i can email it to you (5 megs) as i have no where to post it

I Get that with ANY Alliance but i dont think i did with the older patches i think it may be a bug

Change that player to human login with "master" password andaccept the tready and then reset them to computer

Only sure fire way what works 100% of the time

I think it's by design, to prevent you from making treaties with non-alliance members except through the alliance.

you cant even make treaties with alliances if your in a allaince you can do anything not even sue for peace
