Proportionately the same difference as the full sized weapon beaten tl75 & tl76

You have to have lvl 76 on smaller weapons AND the weapon tech you want to upgrade the smaller weapon with.

As I recall, this doesn't hold true for DUCs. Right?

correct, you will automatically get the small version of DUC's with the normal version of that component

if you research in smaller weapons it gives you small versions of other weapons you research....i.e. small meson blasters or small rocked pods.
