Does target mobility have no bearing on to-hit chance? Seems like knocking out a ship's engines ought to make it easier to target.
From what I can tell it's just a matter of range and whatever evasion modifiers the target brings to the table.

You can't create abilities, but there is a list of variables and abilities and such in the modding docs located in your SE5\Docs directory after you install the 1.25 patch.

That is correct.
However I think before the 1.25 patch you could have a ship "dodge" enemy fire (especially projectiles since they are slow), and even have your own ships hit by friendly fire! While those are cool features, they were considered bugs and removed because the combat AI is not sophisticated enough to dodge and even if it were, it would not be fair to the player because the player could not keep all his ships dodging at once.
If you want to make engines give defensive bonuses, you can, though... not sure how to make them stack so two engines provide more of a bonus than one, or how to make it so heavier ships requiring more engines per move point need more engines per defense bonus point, though...
