Has anyone else run into this? I have enough resources, but I have planets that aren't producing.
The only think I can think of is that resource useage is used before resource income is added, so you have to have a "bugger" amount in storage.

When a planet is rioting, you get those messages... I think that could be considered a bug

having no population on a planet will also cause a lack of resorces report, this is not uncommon as random plagues do occur as do events which turn planetry conditions deadly

I have run into something similar. I had several newly founded colonies giving me this message. When I looked I noticed that I had enough resources, but the planet had no population. So I moved population over and the planets started building and what not. What I noticed is that this kept happening from time to time, always with a newly founded world, but not every newly founded world. I started paying attention to the colony ships and I discovered that sometimes they will leave the world that created them with no population on them. It would seem that if I gave a newly built colony ship an order to travel to a planet and make a colony as its first order using the colonize planet command it would leave the starting world with population. If I gave the colony ship any other order, say to move to a staging point around a jump node (I tend to move groups of colony ships with a small defense fleet into a system and colonize the whole thing at once) or planet, the colony ship would leave its starting world with no population and that is when I would get a colony that would have no population and end up getting this not enough resources message. Since I discovered this I have started staging colony ships at a high population world and making sure to load them with population before sending them out.

Also note if your going to stage your colony ships that the race of the planet your staging on takes breathers of that atmosphere.

Right. I see what you are saying. Thus far for me though, I only have had my native race on all my planets. Those other guys, they look funny...

yes.
Colonize order is: Load population from planet you are orbioting and colonize this.
So if you want to send colony ship without sending it to colonize specific planet, you must load population manualy.
And you cannot load last population from planet.

I'm getting this error when I have population on my planets and plenty of resources. I've no idea what the cause is can anyone advise?

It's got something to do with the way trade income is being handled.
Please send your save game to with a description of your economic description.

The order of income/expenses seems to go like this.
Planet income.
Planet Expenses
Maintinance
Trade Income
So if you have low storage, you might end up spending all the storage on Planet Construction and Maintinance, then filling your storage up with your trade income again.
Solution, build more resource storage so that you have enough to store all your income. If your storage is less than your income you might hit this issue.

i've had that happen and have ships scrapped too...
i have positive resource generation and i end w/ positive resources across the board.
i'm sure it goes through each item, planet/ship... and if at the moment it doesn't have the resources to complete its action it either says you don't have enough resources or it scraps the ship.
for example if you have 10 planets and 1 of them generates basically all the resources that puts u in the net positive. the 1st 6 might deplete all the resources so that the next 3 can't do anything... and then voila, planet 10 makes all the resources.
