"Racial Trait 'Natural Merchants' and Space Ports" AI/Minister bug

Description

Neither the AI nor the Ministers (I guess its the Construction - Planetary minister) does make use of the "Natural Merchant" ability. A race with this trait does not need any Space Ports, but the AI/Minister builds them anyway.
This leads to those problems:
- 1000 Racial Trait points wasted for the AI or your race, if you use ministers
- 3 turns and the needed resources and facility space are wasted for a building that is not needed
