Is it possible to mod a weapon component to ignore to-hit penalties from the target's ECM, stealth armour etc? And if so, can it be done selectively (so for example it could ignore ECM but not stealth armour)?

The way ECM works right now, it just add defense to the design. It's the same defense small ships get, or that is provided by special armor like stealth or scattering. the game makes no difference between them. It's the same for all attack bonus, it does not matter if it's from the combat sensor, sector effect, crew experience or other variable, the game don't make any difference.

For that matter, is it possible to make a component that has no intrinsic defence bonus but can cancel out any offense bonus from an attacker's combat sensors?
