Hero-class components with EXP requirements - possible?

Is it possible to make a component require a certain level of base Experience points before it can be used effectively (e.g. -95% damage if you are not at 80% of the absolute maximum veterancy level)? I've been thinking of certain components being super expensive that only the most Elite, Badass ships get retrofitted with. Thus unworthy ships can't use them properly and hence, there becomes no point in equipping such expenses on them.

Of course, Military Academies and psychic equivalents that boost your Experience points over time would need to have some sort of cap beyond which you have to learn from actual battle experience.

This arises from a personal desire to make Experience very valuable. If this isn't possible, then I can at least wait for Experience bonuses to be fixed and then pile on a load of veterancy bonuses (including +dmg if possible?) to the really high levels. Before I discovered that Experience bonuses don't work at present, I wrote an Experience.txt file that scaled all the numbers by 2 orders of magnitude and wrote in a lot more veterancy levels.

Psieye, mind if I get your experience fileand use it in my mod? I want more experience levels too, but no sense of two people doing the same job!

How shall I get it to you? While we're at it, take my Formations_TaskForces.txt as well. Get the AI to use the 2 custom formations I introduced - it should be fairly obvious how they are meant to be used (PD -> Direct Fire -> Seeker layers).
