neutral empires

I am starting a new game using 1.25 patch. I decided to play against just neutral empires for a peaceful game with the goal of building sphere worlds. Even though I selected a high number of computer players I never get over 5 neutrals added by the game at game start. According to settings.txt the number should be 6-10 not 5. Has anybody else noticed this, and is it new or old ?

I believe there is a hard-coded limit of 5 neutral empires.

I saw more than 5, i think, but it was because some computer AI was sabotaging another one and a couple of his planets rebeled and switched to neutral status (He suceeded two times, so two extra neutrals).. i also noticed that when they switched, the population on the rebeled planets would get to maximum (they transform into homeworlds i think).. and one of these had 8000m pop on it.

Without ammo, nice guns are just sophisticated clubs.

never seen more than five but the blurb speaks of ten and there are ten neutral empire files which without further investigation I asume are to give the neutrals more variety. see no reason why more neutrals could not be added to increase this even if there was a fixed limit per game
