Not allowed to colonize bug? |

I have an alliance with two members and among the alliance rules I have: Non Aggression: Allow colonization in each others systems.
but when I fly my colony ship into a system which has some colonies of a member in my alliance and try to colonize I get a message pop up that says I am not allowed to due to treaty... ?? bug?

Did you have a prior treaty with that empire with a different type of non-aggression treaty? If so, that was a bug that was fixed in v1.22...
