Help on Stealth in 1.01 BM

Using stealth in the mod I see the Religous Stealth Totem only goes to level 6 maximum in scans but the cloaking device itself goes to 20 or 21. I was wondering if there is any point in investing in a Stealth Totem aside from the stacking bonus you get with ECMs in combat? Because only having a level 6 against scans does not seem useful at all when it comes to cloaking .. or have I complete missed the boat on this?
