Change, Remove Facility on Planet

How does one change a facility on a planet? E.g. delete a research facility to make room for a central computer, or remove a superfluous space port since one is already in the system?

I've looked at every control I can think of....

I know this is pretty basic. Thanks in advance!!

I am tempted to try scrapping my population just to find out what that does. Worst case--planetary genocide via ctrl-k and a mistaken click.

Scrapping Population

Scrapping population via spacing can be a good thing to do. If you've got alien migration they could end up messing up your atmosphere conversions. To ensure proper atmosphere conversion I space the migrating aliens if they breath a different atmosphere.
