Is it posible to add empires to an existing game I have a vague memory of doing this with SEIV but that was a long time ago is it posible with SEV

When you are making a new
When you are making a new game, you can add some custom empires. Is that what you meant? I know of no way to add empires to a game already in progress though.
However if you use Sabotage:Empire Wide, then there will be new small empires spring up from whoever yoy are sabotaging.
