colonization minister stops sending out ships

Description

There seems to be a maximum size that a players empire can grow after which the colonization minister stops sending ships to planets. Instead they all gather at 3 or 4 large planets and just sit there. There seems to be no way to make the minister start colonizing planets again.

Think I saw this but as I was playing balence mod at the time so I cant confirm the problerm is not with the Balence Mod itself.

Make it work

I have seen this before on a large map with many systems. The minister sends ships to the large planets to get colonists and then stops. I think this is caused by distance to travel. As soon as I open up warp points to make travel easier, this stops happening. Check if it is more than 6 system jumps away (I think that was the number for me, could be wrong) and report back, as I would love to know.

This may have something to do with creating sphere worlds

Some ships go long distances so I'm not sure if it correlates to that. It also does not help this situation to create ship yards as an empire expands outward so distance does not seem to be a factor.

Sphere worlds have problems with colonization

This problem seems to be associated with the fact that sphere worlds have other problems associated with their exact location in space. If a colonizer is sent to the sphere world, it reaches the location in space but does not colonize it. Other ships can be in orbit around the sphere world and at different locations in the coordinate system. For example, newly built ships are at the center of the sphere world while other ships are at its surface. This is interesting, but it means that ships can not guard a sphere world since the enemy could attack at a different point. It also seems to mess up the ministers. Colonizers seem to flock around the sphere world as if all of them are attempting to colonize it.
