Shard Cannon

I haven't had a chance to test this is real combat yet; these results are coming from the simulator.

Ships equiped purely with the shard cannon will continue to fire at a ship which has all components except armor destroyed. Also, these ships themselves do not blow up, but just sit there doing the "death shuffle" until combat ends.

Armour Penetrating weapons

Armour Penetrating weapons are supposed to start damaging armour once everything else has been blown up (i.e. inner/outer hull components). If this is not currently the case, then it's a bug.

Nah, that's a bug. The null space projector does the same thing. I even made a video of it a while back when someone else said that 'It's supposed to do that'

Like I said in that post, my comment had been misinterpreted due a typo.

Anyhow both weapons have 100% penetration of armor and there is no routine in place for them to damage other when no other structure is left. One workaround is to make the weapons do like 10% damage to armor (since they do have to slice through) or wait until MM updates this part of the damage routine.
