Deadend AI Ship Building

In my 1.20 game I've got two surviving AI's left, each with 200 ships. While it looks impressive it's really stupid because now both of those AI's are just a "couple of deadenders". I've noticed that they no longer are colonizing new planets because they don't have any room to build new colony ships. Meanwhile I'm going gangbusters being able to build new colonies and now know I can take my time. I'm in between both AI's and they're far enough away from each other they'll never meet. I have treaties with both and for many years they've just minded their own business and haven't bothered me. I've made sure not to bother them, though now I'm using my recon frigates with cloaks to check out their systems.

The AI's need to have a ship build limit that's 5 or so less than the maximum ship limit so that they never turn themselves into deadenders. Really sad to watch those AI's stagnate while I'm growing like crazy. They can't build new facilities nor can they build new ships with better stuff. Too bad the AI's don't have a "Minister of Scrap" which would know to scrap something old to build something new. Too bad the AI's don't upgrade either.

Ship Limits

There is a scrap minister, but it hasn't been given instructions yet. I think it should be possible to get the design type and see if it is older than X years and then scrap the ship. Similar coding is already used to figure out which ships to be retrofit.

You may also want to play with 500 or 1000 ship limit next time though.

The same old song and dance of an incomplete game released far too soon, "that minister hasn't been implemented yet". It sure will be interesting to see the improvement when all those ministers get implemented.
