Destroying Stars/Planets |

I personally think it should take a full month (one turn) at least before a star that is hit with a device to make it explode/go super nova so that the victim (and the attacker, lol) have a chance to make a pathetic escape.
I noticed when I send a superior fleet at an enemy planet, they are smart enough to send about 1/3rd of their combat fleet at me to delay my advance while 2/3rd of the combat fleet attempt to escape with the unarmed vessels. I would assume the AI would be able to do the same if they knew they solar system was going to explode.
Also, I am not too thrilled with most of the destructive weapons being "one use only". I wanted to see if I could create a "death star" but the weapons that destroy planets are one use. So, I fitted it with the weapon that destroys stars instead and it is sacrificed to do it. Kind of shady =P
One turn
It delays you for at most one turn. Considering how powerful these devices are its a reasonable limit.

If you are going to have a decalre war on planet destroying, I would say it should only happen on inhabbited planets.
In the later game I blow up and recreate planets as an easy way of atmosphere conversion. I don't see why other races should see this as a hostile act.
P.S. Always build stall manipulation ships with repair bays

only the component gets destroyed in most cases you can reuse the ship if you have a repair bay on it to repair the component it will be up and running again it a turn or at most two. The only time you may lose the ship is if you create a black hole but it will be the black hole that causes the damage not directly creating it.

If you could build a shield that protected the ship from a nova- well, the enemy could too, heh. 
You only lose one turn when killing/creating planets or making/destroying WPs.

They don't die for good, they just break. Repair bays or moving a ship to a space yard planet will fix them up nicely.

Balance
The reason all stellar manipulation devices are destroyed on use is that otherwise, they'd be overpowered.
