I think any registered user can. When you click on blog, there's is an option for "My Blog" that will allow to create one...

I see no such option under the blog page.

Sometimes I get this urge to conquer large parts of Europe.

Click on "Blog" in the left-side menu. It expands and under it, it has "My Blog" or at least it does for me.

Too bad I waste all my time posting when I could be blogging about useful things like how to improve AI scripts etc.

Of course, my employer might be annoyed at all the time I spend posting to during work. Shh.
