Stacking of similar bonuses for different system facilities

Description

I don't know if this a bug or as intended, but there are facilities that offer the same type of bonus (i.e. genome decoder(sequencer, can't recall the name off-hand), gestation vats, medical, that each give pop growth bonus, a few others that give happiness bonuses), and if you build them the bonuses don't seem to stack.

For example, I have the genome decoder and gestation vats in the same system (level 5, 1.5% bonus), and in the system view it says that there is a bonus of 1.5% to population growth. I would like to know if this is a bug or not, and if it is not a bug, then what is the purpose of gestation vats if you get pop growh plus other bonuses from the genome sequencer?

Ability Stacking

Typically in the SE series, only the best amount is used for each of the planet/system modifier abilities. I think the only exception was with planetary happiness abilities - which did stack if it was from different facilities.

On the other hand, Value and Condition improvement abilities stack.
